In this role, you will have primary responsibility for the review of certified LPAs to ensure they continue to meet certification program requirements and remain in compliance with applicable state and federal laws related to federal-aid project delivery. This position serves as a centralized technical resource for certified LPA project delivery; as such, the person in this position will lead and mentor other ODOT staff and LPA staff in program and project delivery compliance. We thank you for considering this employment opportunity. A day in the life: Lead the compliance reviews of certified LPA program elements, federal-aid projects and self-audit process. Ensure the collection of needed program and project documentation. Develop and deliver compliance review findings reports and corrective actions plans. Analyze compliance review data. Develop and implement the certified LPA Compliance and Oversight Plan. Prepare an annual risk assessment and annual analysis of assessments. Develop, publish, and implement the annual certified LPA program and project review schedules. Lead and work with internal subject matter resources on the development and implementation of program materials and overall compliance. Develop and implement stakeholder internal and external engagement and communication plans. Respond to public inquiries. Partner with other agencies, governments and public interest groups. Assist managers and resources in resolving various design and construction contract problems. Lead the development and maintenance of program and project technical guidance documents. Assist the Certification Program Office and Statewide Programs Unit with other program work. Act as the project delivery subject matter resource for the Certification Program and Statewide Programs Unit. The majority of work is in an office environment and sometimes at locations statewide. Some travel is required to attend meetings or site visits statewide, but mostly in the Portland Metro, Salem and Eugene areas. The work requires the daily use of a computer. Occasional exposure to antagonistic, aggressive and competitive personalities or adverse environmental conditions and heavy traffic. What we need: A bachelor's degree in civil engineering, surveying or transportation-related engineering AND Four (4) years of civil or transportation-related engineering or surveying experience. OR Seven (7) years of civil or transportation-related engineering or surveying experience. Two (2) years of this experience must have been independently planning and completing assignments in drafting, field or laboratory inspection, construction contract administration, surveying, materials testing or traffic investigations. OR An equivalent combination of education and experience. You will be required to use a vehicle to conduct business; you must possess and maintain a current, valid driver license and acceptable driving record. Demonstrated ability to independently and thoroughly review data and make recommendations verbally and in writing. Demonstrated knowledge, skills and ability to interpret United States Code, Code of Federal Regulations, Oregon Administrative Rules, Oregon Revised Statutes, the Local Agency Guidelines Manual and other reference guides. Expert knowledge of the federal-aid project development and construction process. Demonstrated ability to develop effective, collaborative working relationships with co-workers, federal and state government officials and external customers. Demonstrated ability to provide technical advice and consultation to assist LPA officials, department staff, other state and federal agencies and various stakeholders concerning engineering design, construction engineering, federal-aid funding programs, state and federal policies and ODOT requirements.
