Introduction:CARE stands for
Community-Awareness-Respect-Empowerment. The CARE Program is a
grant funded program which provides advocacy, direct services,
education, and awareness about domestic violence, sexual assault
and other forms of interpersonal violence. The CARE program
empowers survivors by allowing each one to decide which services or
actions may be appropriate for him or her in each individual
situation. As program coordinator this individual will oversee the
assigning of cases to entry level advocates, direct the focus of
program activity to grow services and audit the management of
client services. This person will take the responsibilities of
supervisor to program employees and internal program processes.
Program coordination will also include being the key contact for
networking and partnerships and the voice of the program on
professional panels and meetings as well as take on the
responsibility of ensuring anti-oppressive practices within the
program to preserve equity and equality. This person will
collaborate with other CTSI program staff, and community agencies
to provide support to victims as well as counseling to families in
which domestic violence has occurred. In addition, this person will
assist with a community education program to promote greater
awareness of domestic violence and to educate Tribal members about
resources available to victims and families when violence does
occur. The advocate will work closely with the CARE Program
Outreach and Education Specialist, and will cross-train with the
Outreach and Education Specialist to learn any tasks specific to
that position. This is a full time position and requires flexible
evening and occasional weekend working hours. Work will involve
local travel as well as travel within and outside the State of
Oregon for training and grantee meetings. As lead advocate the
coordinator will be the point of contact for critical decisions and
guidance pertaining to client services, financial management, and
statistic reporting. The role of lead advocate also requires this
individual be available as key contact for staffing cases.
Requirements:Bachelor's Degree in Criminal Justice, Social Work, or
similar field and one year of related experience - OR - an
equivalent combination of education and work experience. Knowledge
of: A demonstrated understanding or willingness to learn the
various aspects of domestic violence, sexual assault and the
process of healing from trauma. The advocate must be aware of the
cultural aspects of domestic violence within Tribal and rural
communities. - -Familiarity with the role of community-based and
tribally-based programs in the prevention, intervention, and
treatment of sexual and domestic violence. Computers and office
equipment. Experience in: Effective communication skills (oral and
written), including the ability to make presentations to and work
with diverse groups of people, including Tribal members, Tribal
elders and the general public. Experience working with word
processing, database, and spreadsheet software. Ability to: Work
with a wide variety of people, including clients, general public,
community, tribal agencies and other agencies and to communicate
effectively and relate to American Indian/Alaska Native
(AI/AN)clients and program staff. Work independently toward broad
objectives and be self-motivated to accomplish them. Work in
situations where numerous diverse demands are involved. Plan and
implement comprehensive program services. Maintain confidential
files and practice confidentiality of information and individuals
as described in the CTSI Manual and State and Federal laws.
Maintain a focus of equity and ethics for the client services and
program activity. Other: Must possess a valid Oregon driver's
license and be eligible to operate a GSA vehicle. Must be willing
to travel within the CTSI 11 county service area to provide
comprehensive services. -Duties:Oversee delegation of cases and
supervision of CARE Program staff. Provide advocacy on an
instrumental level by establishing and maintaining key partnerships
with programs that CARE clients need access to. Enhance services
rendered in tribal service areas outside of Lincoln County. Be
available as key contact for emergency staffing of cases. Provide
specialized crisis and trauma intervention to victims of domestic
violence and/or sexual assault. Respond to crisis scenes during
business hours or after business hours while on Crisis Line
rotation. Provide complete, on-going victim advocacy, including but
not limited to, case information, court accompaniment,
problem-solving, liaison and advocacy with the prosecutor or other
agencies. Provide assistance with restraining orders, restitution,
compensation claims. Within 9 months of hire, this person will
receive training and begin participating in rotations on the 24
Hour Crisis Line which is operated by My Sisters' Place in Newport.
Work with existing Sexual Assault Response Team (SART) to respond
to incidents of rape or sexual assault that occur in the community.
Record or document all statistical data as needed, including grant
writing and reporting. Establish support groups for Native American
survivors of sexual assault and domestic violence. Ensure that
Native American victims of sexual assault or domestic assault have
access to individual and group therapy. Work with victims to
develop safety plans. Assist with obtaining protection orders and
provide court advocacy as appropriate. Provide training to tribal
government employees as needed to increase their capacity to
identify victims of domestic violence, dating violence, sexual
assault, and stalking, and to respond to their needs. Attend
staffing's and/or functions at My Sisters' Place as needed. Assist
with monthly newsletters as needed. Other duties as assigned.
- -All new employees will serve a six-month probationary period to
enable the General Manger to determine their suitability as a
tribal employee. -After the six-month probation the employee will
be evaluated of his/her performance and at that time, it will be,
decided if the employee is entitled to a regular employee
status.
