The Tax & Finance Section represents the Oregon Department of Revenue, as well as the many other agencies related to state banking and finance. This position is primarily a tax attorney position and offers a diverse and stimulating tax-related practice advising and representing the state's taxing authority on emerging state and federal tax issues. The successful applicant will be primarily responsible for providing advice to the Department of Revenue and representing the agency in proceedings in the Oregon Tax Court, the Oregon Supreme Court and occasionally in federal courts, but may also advise and represent other state agencies on tax related issues. In addition, the attorney in this position may be assigned work advising and representing the Oregon Employment Department in unemployment insurance matters, the Oregon Department of Veteran's Affairs in conservatorship proceedings, and may be assigned other clients and responsibilities. As its name implies, the Tax and Finance Section's work generally falls into two substantive areas. On both the tax and finance sides, the section represents clients in administrative proceedings, but its tax litigation practice extends to trial and appellate courts. Tax advice and litigation includes work in a variety of different tax programs, including property tax, personal income tax, corporate income and excise taxes, corporate activity tax, as well as a variety of other state and local taxes. Much of the work of the section's tax attorneys, including the attorney in this position, involves statutory interpretation and advice, and includes advising the Department of Revenue regarding state and federal constitutional issues, potential or pending legislation and the agency's administrative rulemaking. RequiredActive membership and in good standing with the Oregon State Bar by the time of hire.At least two (2) years of practical experience. Possess superior analytical, advocacy, research, verbal communication, and writing skills. Strong work ethic. Litigation practice experience.Client counseling skills.Collaborative work history with policy makers and stakeholders.Ability to work on teams that include both lawyers and non-lawyers.Desired Experience At least two (2) years of litigation experience and at least two years of tax related practical experience. Ability to efficiently and thoroughly review and provide legal advice to clients regarding state and federal tax law and to communicate clearly, concisely, and effectively. Demonstrated effectiveness as an advocate for clients in administrative, trial or appellate litigation. Demonstrated willingness and ability to work with clients effectively, cooperatively, and on tight timelines in a high-volume practice. Demonstrated ability to work independently and manage a busy and ever-changing list of assignments while keeping managers and clients informed of the status of projects. Familiarity with general government law, public records and administrative law. Demonstrated commitment to public service.
