Marion County Health and Human services is seeking a qualified RN
to provide clinic coordination as well as engage with community
partners to help increase immunization rates and decrease STD
rates. This entails health promotion and community engagement as
well as helping maintain clinical standards for the Public Health
Clinic and mobile health van. If you have a passion for Public

-GENERAL STATEMENT OF DUTIES -
-Coordinate and oversee special public health projects and/or
services; develop, monitor, evaluate, and update the provision of
specific public health nursing services; plan strategies to address
community health concerns.

-SUPERVISION RECEIVED -
-Works under the supervision of a manager or supervisor, who
assigns work, establishes goals and reviews results obtained; may
perform nursing duties as set forth in the medical standing orders
established for a specialty area.

-SUPERVISION EXERCISED -
-Supervision of other employees is not a responsibility of
positions in this class; however exercises lead direction over
newly hired nurses and student nurses. Typical Duties - Duties
include, but are not limited to the following Clinical Preventive
Services Community Access, Collaboration, Promotion and
Education:
-
Plans, develops, coordinates, and implements a strong immunization
and STD health education and promotion system for Marion County in
concert with the Clinical Preventive Services Program Manager,
HIV/STD Prevention Health Educator and public health staff.
- Researches best practice for immunization and STD services;
recommends those practices for implementation
- Promotes health equity and utilizes trauma informed care
practices
- Coordinates assessment of immunization and STD health education
and promotion needs. Develops plans for ongoing health promotion
and education and assures implementation and evaluation of those
programs
- Gathers data and completes reports as required by the Oregon
Health Division
- Writes small grants for immunization and STD services, prepares
reports for agency awarding grants
- Coordinates publicity and media releases to promote -clinical
programs.
- Assesses nursing and clerical staff training needs and
provides/coordinates training in order to facilitate attainment of
immunization and STD goals -
- Provides leadership and training to nursing staff in areas of
Vaccines for Children (VFC) and 317 eligibility, school exclusion
process and STD treatment and prevention
- Assist with designated Public Health Modernization grant
activities.
- May holds ICS role of Clinic Coordinator at Point of Dispensing
ClinicsCoordinate, Assess, Plan, Develop and Evaluate Sexually
Transmitted InfectionHIV (STI), Immunization and Employee Infection
Clinic Services:
- Assist with the development and update of program policies and
procedures.
- Participate in chart audits and assist in dissemination of
results and plans for improvements.
- Assist with Clinical Preventive Services staff meetings
including; setting the agenda, facilitating, tracking action items,
and assuring that minutes are published
- Assist in assuring that Immunization, Employee Infection, and
STI Programs as well as Lab and Pharmacy standards meet the program
elements set by the State
- Assure that educational materials and resource information are
accurate and current.
- Utilize assessment tools such as appointment schedule,
productivity reports, Alert, Orpheus, OSHPL -lab reports, and EHR
Reports to analyze trends and plan services
- Act as lead in quality improvement activities; including
developing and monitoring performance measures and annual
plans
- Participate in strategic planning process
- Act as lead worker STD and Immunization services by training
new staff, reviewing work, and by providing guidance and technical
expertise for new and experienced nurses
- Coordinate activities with the HIV Prevention and EISO Grant
Health EducatorProvide direct service to Immunization, Employee
Infection Prevention, and STI/HIV clients at both outreach and
Salem clinic locations:
- Perform nursing assessments: -measures vital signs, obtains
medical and social histories, performs lab tests (including
performing phlebotomy and processing urine specimens) as indicated,
provides education, counseling and referrals
- Administer medications and immunizations
- Triage walk-in clients and those phoning in with questions or
requests for exam.
- Document accurately, completely, and in a timely manner -
- Review lab results and processes appropriately
- Complete accurate and timely documentation in charts, lab log,
and medication inventory
- Back up for other clinic RN staff
- Maintain inventory and ordering of medications; maintains
documentation and information regarding suppliers and contact
information.Tuberculosis (TB) Program Support
- Helps provide backup support the TB team, as needed.
- Trained to the TB program, able to take a small caseload as
needed
- Complete chart reviews.
- Other duties as assigned by your supervisor: May need to work
outside of usual 8-5 schedule to attend community meetings or
provide services. Participates in OHA required training, meetings
and communicationsResponse Level 1: - In the event of an emergency,
employee makes a reasonable effort to report to work. Employee may
be required to perform duties outside of their regularly assigned
duties. Employee may be requested to work an extended or flexible
schedule. Due to regular assignment, employee may be assigned a
leadership role in the provision of essential services or response
functions. Staff at this response level must complete Incident
Command System 100, 700, 200, and 800 on-line or in-person
training. Requirements for the Position EXPERIENCE AND
TRAININGAssociate's Degree, or diploma, in nursing, plus four (4)
years of experience as a nurse in a public health, social services,
or community health setting; ORCompletion of a Baccalaureate Degree
in Nursing, plus two (2) years of experience as a nurse in a public
health, social services, or community health setting.NECESSARY
SPECIAL REQUIREMENTS
- Possession of a current license to practice as a registered
nurse in the State of Oregon at the time of appointment.
- Selected applicants will be required to provide college
transcripts at interview.
- Must possess a current driver's license in the applicant's
state of residence and an acceptable driving history. -Marion
County will obtain a copy of the driving record for all qualified
applicants from Driver and Motor Vehicle Services and review the
driving record according to the Marion County policy and procedure

criminal history background check; however, conviction of a crime

- This is a safety sensitive/special needs position. Final

-Operates a motor vehicle; sees using depth perception; stands;
sits; moves about the work area; climbs 1 flight of stairs; bends
forward; stoops; reaches overhead; lifts, carries, pushes and/or
pulls up to 30 lbs.; moves carts weighing up to 30 lbs.; operates a
keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a
normal level of speech; distinguishes colors and shades when
performing lab tests; has the ability to complete blood pressure
screening; may work in areas exposed noise and chemicals such as
dispatch cleaner used in the clinic to disinfect exam rooms and lab
PUBLIC SERVICE LOAN FORGIVENESS Marion County is a qualifying
public employer for the Public Service Loan Forgiveness Program. -
Through the Public Service Loan Forgiveness Program, full-time
employees working at the County may qualify for forgiveness of the
remaining balance on Direct Loans after 120 qualifying monthly
