sign-on bonus for this position of $1500. The selected applicant
shall receive one-half the incentive in the first paycheck and the
second half after successful completion of 6 (six) consecutive
months of employment provided the employee remains employed. -The
Sign-on Incentive is not part of the base salary calculation and is
considered taxable income. -The Sign-on Incentive is not included
in retirement salary calculations. -A full copy of the incentive
policy is available upon request.

Introduction:The purpose of the Vocational Rehabilitation Program
(VRP) is to help Tribal members with disabilities to obtain gainful
employment. The Incumbent will work with individuals to provide
intensive case management services and vocational planning duties.
The Incumbent is also responsible for grant reporting, including
collecting site data reports and compiling regular reports.
Requirements:Bachelor's degree in psychology, counseling or field
related to vocational rehabilitation (such as one that promotes the
physical, psychosocial, or vocational well-being of individuals
with disabilities) and 2 year experience providing vocational
rehabilitation-related services, with one year supervisory
experience -OR-an equivalent combination of education and/or
experience; one year supervisory experience is required. Knowledge
of: Case management as it pertains to individuals with
disabilities. Leadership skills and employee development. Microsoft
word processing, database and spreadsheet applications.
Interpretation of Federal, State and Tribal laws, regulations and
policies. Correct punctuation, capitalization, spelling and
grammar. Tribal assistance programs such as TANF, GA, WEX, OJT,
CRT, DP, EA, or similar state programs, Siletz Housing programs,
Behavioral Health and services/resources offered within the 11
county service areas. Experience in: Computer database systems,
including ability to manipulate data for required reports.
Analyzing department needs, employee development and goal setting.
Assessing the workflow of employees, creating schedules and
delegating tasks. Assessing the work performance of their employees
and identifying areas that need improvement. Ability to: Perform
evaluation and individual, group, family, and other counseling
techniques; train staff on day-to-day regulatory matters; provide
training opportunities for staff on matters that could affect their
job performance. Interpret Federal law to ensure that the program
is operating in compliance with the Rehabilitation Act and be able
to present information to the management team and Tribal Council
for review and approval. Apply eligibility guidelines when helping
clients to obtain benefits. Work with a wide variety of people and
be able to communicate effectively with program participants and
program staff. Communicate effectively using both verbal and
written skills. Establish and maintain professional boundaries.
Other: Must stay abreast of funding opportunities from the
Rehabilitation Services Administration or Acts that may affect
service provisions. Must have strong desire to work collaboratively
with multiple partners, including employers, educational facilities
and community partners, to generate and expand opportunities for
participant into job placement and successful transition to
permanent employment. Must be able to prepare grant requests and
write reports. Must have the ability to travel within the 11 county
service area and some out of state travel. Must possess a valid
Oregon State driver's license, insurance and be eligible to drive a
GSA vehicle. - -Duties:Prepare applications for funding, annual
performance reports to funding agency, prepare change of scope and
recommend changes as needed to management and Tribal Council.
Responsible for the successful implementation and ongoing
administration of the current database system and reporting
required for program management and quality improvement; including
all required staff training. Delegate assignments to Siletz Tribal
Vocational Rehabilitation Program (STVRP) staff needed to
accomplish program goals. Promote STVRP and attend
capacity-building events, interact and work with other similar
service agencies and develop cooperative agreements for sharing of
resources. Serve as a representative of the Tribe and regularly
attends local and national advisory and work groups to ensure
Tribal representation, on multiple levels concerning American
Indians and rehabilitation services is addressed. Assist Siletz
Tribal members with disabilities in obtaining and/or retaining
employment. Review, analyze and evaluate pertinent medical,
psychological, social, vocational and other data to determine
eligibility. Review IPE's developed by the STVRP Counselor/Job
Developer. Manage program budget. -Make and justify decisions for
the expenditure of funds to meet specific individual or group's
needs. Monitor cases to ensure comparable benefits are being
utilized and documented on IPE. Provide counseling and guidance to
eligible participants with disabilities to formulate a vocational
rehabilitation program that eliminates or creates more tolerable
barriers to suitable employment posed by each person's functional
impairments and leads to employment. Provide educational meetings
to inform other agencies and internal Tribal program personnel of
services for effective collaboration and service delivery between
programs. Plan and implement public events to foster positive
public opinion regarding individuals with disabilities. Coordinate
with providers for appropriate training opportunities to ensure
professional development in an effort to provide quality evidenced
based services to people with disabilities. Evaluate case files for
progress and make recommendations for quality service delivery for
individuals to be successful in the rehabilitation process. Monitor
monthly financial expenditures, which includes taking corrective
action for over/under expenditure. Address staff and participant
grievances. Perform additional duties as assigned.
- -All new employees will serve a six-month probationary period to
enable the General Manager to determine their suitability as a
tribal employee. -After the six-month probation the employee will
be evaluated of his/her performance and at that time, it will be,
decided if the employee is entitled to a regular employee
status.
