This position will be working from our Tigard and Salem office locations. The primary purpose of this position is to oversee the internal operations of the plans for the Oregon Savings Network. The Oregon Savings Network was created to increase the ability of Oregonians to save for future higher education, qualified disability expenses, and retirement. The Oregon Savings Network offers unique investment tools that provide state and federal tax advantages and more flexibility than many other savings vehicles available. The Oregon Savings Network includes the following programs: Oregon College Savings Plan, Oregon ABLE Savings Plan, MFS 529 Savings Plan, and the OregonSaves retirement program.The salary range for this position is $69,936 - $102,972 annually. Oregon State Treasury (OST) is led by Tobias Read, State Treasurer, a constitutional officer and statewide elected official.-- OST is an organization with a wide range of financial responsibilities, including managing the state's pension fund, issuing all state debt, and serving as the central bank for state agencies.-- OST manages the daily investment of approximately $100 billion in assets, held in a diversified investment portfolio of domestic and international equities, fixed income securities, alternative and opportunistic investments, real estate and cash.-- OST also manages a banking program that processes over $250 billion in transactions annually, a debt management program responsible for issuing and monitoring approximately $10 billion in state debt, a multi-faceted 529 savings plan, and an IRA based retirement savings program for the public.   • Manage the Networks internal business processes and provide recommendations to the Executive Director on how to better align overall strategic priorities with internal resources;
  • Manage all systems and operational functions for the Network, including maintaining systems requirements, recommending system enhancements and any policies or procedures needed to incorporate the enhancement, analyzing the cost and benefit to system changes, and continually monitoring system functionality with end user needs;
  • Coordinate the review and update of the Networks administrative rules, manage OregonSaves employer compliance process and work directly with BOLI to ensure Administrative Rules are updated, coordinate reporting of noncompliant employers to BOLI;
  • Analyze research data and make recommendations for process or policy improvement based on research findings, present operational and policy issues to both the Oregon 529 Savings Board and the Oregon Retirement Savings Board;
  • Draft operational legislative concepts and make recommendations to the executive director on needed legislative action, track and analyze state and federal legislative proposals and implementation of existing law; prepare communication documents and other materials to be presented to state and federal policymakers and staff; and
  • Manage Network projects and coordinate project teams, including team members from outside service providers, plan needed projects, including prioritization, budget and financial implications, timelines, and scope. Benefits of Joining OST

Minimum QualificationsYou must have the following to qualify for this position:
      • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work, OR;
      • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification. Desired Attributes

        • Proficiency with Microsoft Office Suite, especially with Outlook, Word, and Excel;
        • Professional work experience with administrative rules, state and federal laws and regulations, and policies;
        • Excellent customer service and interpersonal skills; and
        • Ability to travel statewide and attend night and weekend meetings and events.
