The City of Salem is seeking Candidates for two Senior Project Managers (Engineer 3) in the Engineering Division of the Public Works Department. One position will have the opportunity to manage the delivery of publicly funded capital improvement projects and one position will have the opportunity to guide the delivery of public improvements within privately funded residential subdivisions and commercial development projects.

The Senior Project Manager (Engineer 3) position for the Capital Improvement Program performs a full range of civil engineering project development and management through the planning, design, and construction of complex projects, and provides quality control over activities managed by lower-level engineers. Independently applies extensive and diversified knowledge of engineering principles and practices in broad areas of assignments. Responsible for supervision and leading lower level engineering staff, providing program level budgeting, serving on technical and advisory committees, establishing project delivery procedures, negotiating and obtaining program level regulatory permits, and working with stakeholders across the organization and in the community

The Senior Project Manager (Engineer 3) position for the Development Program performs a wide range of activities including project planning, plan review, utility system analysis, stormwater review, design exception analysis, construction reviews, System Development Charge planning, certified project cost analysis, and project acceptance/warranty item management on privately funded development projects. Development projects typically include street improvements, sanitary sewers, storm water systems, water system improvements, pump stations, reservoirs, and traffic systems. This position is responsible for coordinating the delivery of quality public infrastructure by the development community. This is a senior project management position due to the level of decision making and communication necessary with developers and City staff at all levels of the organization.

      What are the minimum qualifications ?

      • Must pass the pre-employment background check.
      • Must have valid driver license and meet the City of Salem's driving standards.
      • Bachelor's degree from an accredited college or university in Civil Engineering or a related field, six years of experience in a related field, or any combination experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and the ability to perform the essential job functions.
      • Professional Civil Engineer License required.

The Engineering Division is also charged with management of design plan review and construction compliance of privately funded residential subdivision and commercial development projects.
