Director of Facilities and Campus Operations Director of Facilities and Campus Operations DEPARTMENT: Campus Care REPORTS TO: Vice President for Business SUPERVISES: Campus Care Staff SALARY: $63,000-$75,000/year DOE FLSA STATUS: Exempt / Full-Time JOB FAMILY: Facilities Planning & Operations (9) Last Revised February 2022 UNIVERSITY MISSION: To educate Christians who will make a difference in the world for Jesus Christ. LOCATION: Corban University's 220+ acre campus is situated on a hillside forest setting overlooking the Willamette Valley, just minutes from the heart of Salem, Oregon's capital city. The rugged coast awaits only an hour's drive to the west. To the east is the mountainous Cascade Range. Portland, the state's largest city, is less than an hour away and is home to cultural museums, parks, shopping, and restaurants. SUMMARY : The Director of Facilities and Campus Operations will serve as the University liaison with architects and general contractors to manage capital projects and deferred maintenance projects, and will oversee the development and application of long-range plans for facilities and grounds as dictated by various Master Plans. They will oversee furniture and other related asset purchases, vehicle leases, and insurance, and will supervise campus services including landscaping, janitorial, and maintenance teams. ESSENTIAL FUNCTIONS: Capital and Maintenance Projects:

  • Oversee and coordinate new and existing capital and maintenance projects.
  • Act as liaison between the University and outside vendors, including architects, engineers, contractors, and service providers.
  • Oversee project coordination and execution, including assisting in the definition and scope of projects, involving relevant stakeholders and ensuring technical and financial feasibility.
  • Develop project budgets and oversee the overall Facilities and Campus Care budgets.
  • Assist departments within the university in assessing the feasibility of desired projects and facilitate the approval of desired projects.
  • Ensure that all projects are delivered on-time, within scope and within budget.
  • Develop detailed project plans to monitor and track progress, and report progress of projects to administration and the broader campus as needed.
  • Create and maintain comprehensive project documentation.
  • Work with Corban leadership and third parties/vendors to develop, implement and maintain a campus master plan for the University.
  • Work with third parties/vendors in coordination with a Corban design team to develop, implement and maintain a master plan for landscape design for the campus.
  • Work with third parties/vendors in coordination with a Corban design committee to develop, implement and maintain interior and exterior design plans for buildings on the campus.
  • Develop and maintain a prioritized list of deferred maintenance projects.
  • Oversee deferred maintenance plan and budget within the comprehensive plan of the University. Custodial, Landscape/Grounds, Maintenance (Campus Care):
    • Assess and manage risks associated with the use of Corban's facilities and grounds.
    • Plans, organizes, and directs cleaning, maintenance, repair, and grounds operations to support the university's learning environment, programs, and services and to ensure that campus buildings and grounds are safe, clean, attractive, accessible, functional, and environmentally responsible.
    • Directs annual schedule of maintenance and custodial work to meet the needs of the campus throughout the academic year and during summer and semester breaks.
    • Establishes standards and maintains schedule for routine, preventative, and corrective maintenance.
    • Implements procedures to support workplace safety and environmental management, including optimizing use of utilities (gas, electric, water, sewage, and garbage services).
    • Develops and administers systems to ensure effective energy management, facility access control, facility equipment monitoring, and work order fulfillment.
    • Oversees selection and management of third-party facilities services providers.
    • Ensures properties are compliant with federal, state, and local codes and regulations.
    • Prepares and implements emergency preparedness plans. Other Duties:
      • Acts as liaison between the University and various regulatory and government agencies, including the City of Salem, Oregon DEQ, OSHA, City and State Fire Marshall, and Energy Trust of Oregon.
      • Establishes a furniture and equipment replacement/procurement plan that takes into account ergonomic requirements, ADA accommodations and continuous improvement of facilities.
      • Approves and coordinates the purchase of all furnishings for the university.
      • Oversee and manages the vehicle fleet for the University, including purchase, sale, lease and rental contracts, and maintenance schedules.
      • Oversees insurance policies to provide for appropriate property, liability, and automobile insurance coverage for the University.
      • Monitors and manages various expenses for the University, including utility costs and waste collection services, and continually develops plans to maximize efficiency.
      • Develops and oversees the implementation of the energy plan for the University.
      • Works with Information Technologies and Campus Care to coordinate office moves within the university.
      • Walks campus and facilities routinely, noting any deficiencies in grounds and facilities maintenance.
      • Manages and directs staff under position's responsibility including hiring, job performance, training and problem resolution.
      • Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES:
        • Hands-on knowledge of utility and building maintenance systems and landscape maintenance systems with the ability to ensure that the various systems are functioning efficiently, safely and in compliance with federal, state, and local building codes, construction, safety, fire and public access regulations.
        • Ability to develop a project plan to maximize efficiency based on available resources. Skilled in planning and implementing maintenance, new construction and renovation projects including developing cost estimates, schedules, and budget management.
        • Ability to organize and manage multiple tasks and projects simultaneously with evidence of completion within established budget and Flexible and able to cope with multiple priorities in a highly fluid work environment.
        • Ability to blend knowledge of construction trades, and building and infrastructure maintenance with administrative and instructional support.
        • Effective leader with excellent interpersonal, communication and relationship building skills. Provide and ensure excellent customer service response to facilities issues as they arise on campus.
        • Communicates effectively utilizing interpersonal skills to maintain effective relationships with other department staff, faculty, students and public.
        • Skilled in developing and maintaining internal and external relationships, sometimes involving difficult and formal negotiations.
        • Strong work ethic with high standards for self and team related to pride in work
        • Ability to effectively handle conflict and be directive and/or supportive as needed.
        • Ability to think clearly amid changing priorities and circumstances. Exercise sound judgment and maintain professional attitude and demeanor in difficult situations.
        • Ability to organize work, manage priorities and meet deadlines in a fast-paced multitasking environment.

        • Knowledge of property and infrastructure management, risk management and industry standards. QUALIFICATIONS AND REQUIREMENTS:
          • Bachelor's Degree in Management, Business Administration, Technology and Construction Management, or related field (preferred).
          • 5 years' work experience with background in managing projects and working as team leader (preferred).
          • Excellent written and verbal communication skills, i.e., organizing and clarifying complex issues, translating technical information into clearly understood writing or speech, etc.
          • Proficient in the use of personal computers and software programs such as Microsoft Office suite programs (Outlook, Word, Excel,) and School Dude or similar work order system.
          • Possess valid driver's license and driving record to become/remain certified to operate Corban vehicles and equipment.
