ABOUT_THE_AGING_And_PEOPLE_With_DISABILITIES_(APD)_PROGRAM * APD provides older adults, people with physical disabilities, and their families with easy access to services, supports, and early interventions that will help them maintain independence, promote well-being, and honor choice, respect cultural preferences, and uphold dignity. * We develop services, policies, and provide management and administrative oversight for programs assisting older adults and people with disabilities live in their own communities as well as oversee federal, state, and local funding of statewide programs. Our staff work with other offices and units within the Oregon Department of Human Services (ODHS) as well as shared services with the Oregon Health Authority (OHA), federal agencies, local partners, other state agencies, legislators, advocates and stakeholders on an ongoing basis. APD is instrumental in meeting the overall goals and benchmarks for the ODHS mission and goals. * We are responsible for many functions, but the main programs are the Medicaid Long Term Care , Adult Protective Services, Long Term Care Licensing and Regulatory Oversight, Older Americans Act and Oregon Project Independence programs, Financial Eligibility services for SNAP, Medicare Savings Programs, Medicare Part D low-income subsidies, General Assistance and Disability Determination Services. WHAT_YOU_WILL_BE_DOING You will manage and provide leadership for APD programs and offices in Jackson and Josephine Counties. Program responsibilities are managed through a subordinate management structure and include Adult Foster home licensing, Adult Protective Services, Home Care Worker program, long-term care services, Medical Programs and food benefits. Fiscal, personnel, and program management. You will also assure compliance with all federal and state statues, rules and policies. WORKING_CONDITIONS * You will work within Jackson and Josephine county service district with a diverse group of ODHS staff, local government officials, private non- profits, clients and other partners and service providers. * You may have contact with frustrated or upset customers, employees, or partners. * You may work with multiple partners and conflicting requirements. * Much of your work is performed under pressure of time or adverse circumstances. * You will work non-traditional work hours which includes travel, overnight stays, and working after normal working hours. * Requires having a valid driver's license or acceptable alternate method of transportation. THIS_IS_WHAT_YOU_NEED_TO_QUALIFYMINIMUM QUALIFICATIONS:Three years of management experience in a public or private organization which included responsibility for each of the following: development of program rules and policies, development of long- and short-range goals and plans, program evaluation, AND budget preparation. OR Two years of management experience in a public or private organization which included responsibility for each of the following: development of program rules and policies, development of long- and short-range goals and plans, program evaluation, AND budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management. OR Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget. Requested_Skills * Knowledge of and experience with human services programs. * Proven experience in working with diverse groups with varying priorities and goals and moving these groups toward consensus * Proven ability to execute primary leadership, coordination and facilitation responsibilities in an organization. * Excellent public relations and written/oral communication skills and transparency. * Must have demonstrated leadership and management skills in a multi- faceted organization, preferably with multiple supervisory levels of reporting. * Ability to work with a high level of autonomy The_Most_Qualified_Applicant_Will_Possess * The ability and discretion to handle sensitive and confidential situations, information and the ability to see both sides and make difficult decisions. * Comfortable with flexibility in work schedules and remote work environments. * Strong change agent. * Motivator and collaborative. * Time management skills and organized.
