Job Summary
The City of Salem is seeking candidates for multiple professional
engineering positions in the Engineering Division of the Public
Works Department. In addition to this Engineering Program Manager
position, openings include Senior Project Managers, and Project
Managers. Recent retirements, promotions, and voter approval of a
$300 million Community Improvement Bond Measure have created
exciting career opportunities within our dynamic team of staff
dedicated to collaboration and partnership with our community.
What you will do:
The Engineering Program Manager position performs a full range
civil engineering project and program development within the
transportation engineering field; manages multiple projects and
programs with administrative responsibility through design and
construction phases; and provides quality control and assurance
over activities managed by engineers at lower levels.
Additional information on job responsibilities:
The Engineering Program Manager leads and supervises a project team
of licensed professional engineers specializing in roadway
improvements, traffic signals, streetlights, and bicycle and
pedestrian enhancements. Given their direct involvement in
projects, technical engineering experience in these areas is
paramount given the community-wide impacts of these large capital
improvement projects. The position also provides program level
budgeting, serves on technical and advisory committees, establishes
project delivery procedures, negotiates, and obtains program level
regulatory permits, and works with stakeholders across the
organization and in the community.

The Engineering Division is responsible for delivering the 5-Year
Capital Improvement Plan and is currently working on a wide variety
of capital improvement projects including: water treatment and
distribution facilities, wastewater collection and treatment
facilities, pump stations, reservoirs, drainage facilities, parks,
airport facilities, streets, bridges, traffic signals, and urban
development projects. The recent Community Improvement Bond
includes capital improvement projects for streets, bridges, parks,
building renovations, and new building construction, adding $300
million to the current $280 million Capital Improvement Plan and
providing at least 10 years of funded infrastructure to be
delivered by our team.
