We are looking for individuals who are detail oriented and have amazing customer service skills to join our Personal Tax and Compliance Division in the Systems and Fraud Unit or the Accounts Resolution Team. Both of these positions are located in our Salem office. These are both full-time , SEIU represented position. This recruitment may be used to fill itional vacancies as they occur in Salem. You will be analyzing income tax returns for possible fraud patterns based on training provided using independent thinking and reasoning. You will use a specialized on-line computer system to verify or adjust taxpayers' returns that are identified by the fraud manager system. Working Conditions: This position is in a normal office environment, requires sitting for long periods, and daily use of a personal computer. Requires working on a high volume workload, frequently with taxpayers that are confused or upset. Requires working in a team environment and with frequent interruptions and distractions. Accounts Resolution Team Refund Review: Review refunds for accuracy before they are issued by our processing system. These include refunds for Personal Income Tax program, Treasury Offset Program, Composite program and Partnership program. Make determination of entitlement of refunds according to rules & statutes. Through doing this research the person in this position will communicate with a variety of agency personnel, taxpayers and/or their representatives either in person, via email, over the phone, or via written correspondence to resolve these issues. They will also answer questions relating to the refund(s) that is in review for agency personnel when necessary. Injured Spouse Requests (aka Apportionment Requests): Review either the Federal Form 8379 or a written request from a taxpayer in response to their Notice of Offset letter requesting their portion of the refund back. Payment Transfers and Redirects: Identifies a misapplied payment and perform either a payment transfer or redirect, depending on how the payment needs to be allocated. The person in this position will also work with multiple divisions throughout the agency to resolve discrepancies from the misapplied payment(s). Military Adjustments : Analyze the complex transaction history of the taxpayer's Personal Income Tax account when they are active Military. They will evaluate the account to ensure that the taxpayer qualifies for exemption under Title 10 and Title 32 according to Federal and State laws, rules, and regulations using the agency Policy and Procedure on Military accounts. Manual Refund Applications (RAPP's): Taxpayers have the option of designating that the refund from their return as an estimated payment for the next applicable year, rather than refunding to them directly. Manual Write-off of Outlawed Credits: Identify and determine whether or not the credit that is on a taxpayer's account is outlawed. Working Conditions: This position has daily telephone and in-person contact; occasionally dealing with upset or hostile individuals. The ability to organize and prioritize in order to manage a large workload and meet deadlines; the ability to communicate effectively, orally and in writing, and make accurate and immediate decisions under pressure. Sitting up to eight hours daily. Frequent use of a personal computer and keyboarding requiring repetitious hand movement. Works in close proximity with others, with frequent interruptions and distractions. Participates as an active member of the team. QUALIFICATIONS, REQUIRED & REQUESTED SKILLS: To qualify as a Administrative Specialist 1 - Three years of clerical/secretarial experience which included: Two years at a full performance level performing typing, word processing, or other generation of documents and lead work responsibility or coordination of office procedures. Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience. No substitution will be made for the two years at the full performance level. Detail oriented Accounting Skills Experience explaining complex laws, rules, regulations and/or policies. Demonstrated ability exercising excellent judgment and decision making skills.
