Chief Administrative Officer/Support Services Division
Administrator
Location: Salem, OR
Our client, the State of Oregon, is seeking an experienced Chief
Administrative Officer/Support Services Administrator to oversee
the Support Services Division and its management team. This role
reports to the ODOT Director and serves all divisions, branches and
teams within the organization.
Responsibilities
Set vision and provide leadership to 300+ employee strong Support
Services Division, which includes human resources, information
systems, data, procurement, facilities and employee safety
teams
Assist in determining priorities by evaluating needs of
stakeholders and assessing availability of resources in order to
effectively implement policies and programs
Direct administration of programs by evaluating services provided
through review of reports, conferences with reporting staff, and
exploring best alternatives while ensuring compliance with
established policies
Plan, direct, and manage activities of Support Services Division to
partner with all business lines to enable success of all teams
Lead in developing goals and providing direction to subordinate
managers to implement programs within respective divisions
Determine division policy by analyzing pertinent information;
assess necessary resources and impact of proposed policy on
provision of services to clients or general public
Achieve administratively efficient and fiscally sound division that
supports operating activities and objectives of all business
lines
Develop and maintain strategic plans, which include service level
objectives, division and branch direction, customer needs, staffing
and financial resource needs, and recommended priorities
Review, modify, and approve major program and operating plans and
budgets to ensure they are consistent with branch, department, and
legislative objectives
Manage and coordinate complex issues that cross branch boundaries
and maintain statewide consistency and standards for all
functions
Direct development and oversee biennial operating budget
Review and modify division operating performance and report to
department director concerning division operating results
Represent Director and Assistant Directors in administrative
matters with external and internal stakeholders while providing
counsel and guidance on all administrative and financial
matters
Qualifications
Six years of management experience in public or private
organization, which included responsibility for each of
following:
Development of program rules and policies
Development of long- and short-range goals and plans
Program evaluation
Budget preparation
