Data Analyst Job Description:. Oregon State Treasury is recruiting for the position of Data Analyst located in our Salem office. The primary purpose of this position is to research, collect, and analyze data to develop understanding of internal business operations as well as banking, debt management, and investment industries, and present results to customers using data visualization to demonstrate trends and projections, highlight deficiencies, and report efficiencies and effectiveness using valid statistical methodology. The salary range for this position is $55,548 - $81,300 annually. This is a SEIU represented position. Oregon State Treasury (OST) is led by Tobias Read, State Treasurer, a constitutional officer and statewide elected official.-- OST is an organization with a wide range of financial responsibilities, including managing the state's pension fund, issuing all state debt, and serving as the central bank for state agencies.-- OST manages the daily investment of approximately $100 billion in assets, held in a diversified investment portfolio of domestic and international equities, fixed income securities, alternative and opportunistic investments, real estate and cash.-- OST also manages a banking program that processes over $250 billion in transactions annually, a debt management program responsible for issuing and monitoring approximately $10 billion in state debt, a multi-faceted 529 savings plan, and an IRA based retirement savings program for the public. Position Responsibilities. Use data to demonstrate the effectiveness and efficiency of internal business operations, as well as industry performance related to banking, investments, and debt management;. Use effective visualization tools to easily communicate complex data that is easily used and understood by others;. Collaborate with customers to develop data and data sets that will improve their ability to manage programs;. Maintain the integrity and quality of data and data sets;. Plan, design, and implement research projects to collect data so business customers can make data-driven decisions; and. Be part of OST's data governance efforts. Benefits of Joining OST. Minimum Qualifications. You must have the following to qualify for this position:. A bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills AND four (4) years experience coordinating or administering a program; OR. Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification. Desired Attributes. The successful candidate will have demonstrated experience, knowledge, and skills with the following:. Performing independent research and analysis which included drawing conclusions based on the data;. Strong communication and customer service skills, including communication in person, by phone, and written correspondence;. Using data visualization software (e.g., Tableau or Microsoft Power BI);. Planning and designing research projects, collecting the data, and analyzing the results;. Maintaining the integrity and quality of data and data sets (filtering and cleaning data, data consistency, data relationships);. Designing operational and ad hoc reports to help other understand data;. Applying statistics and quantitative methods using software applications to gather, compline and analyze data;. Coordinating data research projects; and. Applying trends such as social, economic, or industrial to do analytical research. How to Apply.
