Oregon Youth Authority (OYA) is seeking to fill the position of the Accounting Technician 3, as the accounts receivable technician, in the Financial Services Department. Your role will work with technical and professional staff to carry out various accounting functions for the agency. As the accounts receivable technician, you will be primarily responsible for processing accounts receivable timely and accurately, which include: processing deposits for all facilities and Central Office; establishing accounts receivable for youth payroll, agency contracts and overpayments. Other duties and responsibilities includes:

  • Track and maintain work crew customer agreements, review agreements for completeness, and request complete or missing agreements from program managers prior to invoicing.
  • Create original invoices for each accounts receivable and maintain files of invoices and related activity by customer.
  • Analyze account receivable aging reports for discrepancies, compare to receipts and customer files and resolve any errors.
  • Resolve customer disputes by contacting the program manager.
  • Establish payment agreements according to the Oregon Accounting Manual (OAM) and under the direction of the Accounting/Payroll Manager.
  • Receive reports of payroll overpayments from payroll staff and prepare accounts receivable invoices and transactions.
  • Tracks payments for youth payrolls, work crews, and miscellaneous funds received by Youths or on behalf of Youths into the Juvenile Justice Information System (JJIS).
  • Verifies receipts for accuracy and applies receipts to accounts receivable in SFMA.
  • Provides information to Accounts Payable staff or Trust Accountant to initiate transfers or warrants to move incorrectly deposited funds to the correct treasury funds and record the appropriate revenue or reduction of expense.
  • Support year-end close and biennium close processes as needed.
  • Review data compiled for quarterly target review reports to ensure account statuses are correct.

    Working Conditions
    Work is performed in an office environment, and may work with the following office equipment: computer, laser printer, phone, calculator, photocopy machine, fax machine. Evening or weekend work may be required to meet monthly or quarterly accounting and reporting deadlines. Occasional travel may be required including overnight.

    • Telework: This position is eligible for full-time or part-time (flexible) telecommute. This position is based at our Central Office in Salem, Oregon and will be required to come in to the office on an as needed basis.         • Three years of technical support accounting experience. Two years of the experience must include a) coding transactions and checking them for propriety, b) balancing, and c) resolving discrepancies in computer edits; OR
        • at least 90 quarter (60 semester) credit hours from an accredited college, university, or vocational-technical school that includes 12 quarter (9 semester) hours in accounting.

          Training or experience must include using a computer to enter, update, or retrieve information.
          To receive credit for required courses, submit a photocopy of transcripts.

          • Ability to work independently as well as in a team.
          • Excellent communication skills (will be assessed at time of interview and in application materials)
          • Experience invoicing per contracted terms.
          • Collection experience.
          • Demonstrated skill in accuracy and resolving discrepancies.
          • Experience working with multiple accounting systems and subsystems.
          • Ability to prioritize, organize and complete work in a timely manner to include moving between several complex issues throughout the day.
