WHAT WE ARE LOOKING FOR:Minimum requirementsThree years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation;OR two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management;OR three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget. Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations. Job Description and Requested SkillsOregon State Hospital (OSH), a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric hospital services and patiential treatment services to persons committed by the Oregon courts. OSH is an essential part of the statewide behavioral health system, providing the highest level of psychiatric care for adults from all 36 counties. The hospital's primary goal is to help people recover from their mental illness and return to life in the community, contributing to healthy and safe communities for all people in Oregon. Oregon State Hospital promotes public safety by treating people who are dangerous to themselves or others in a secure, therapeutic setting. The hospital works in partnership with the other divisions of the Oregon Health Authority, the Psychiatric Security Review Board (PSRB), regional hospitals, community mental health programs, advocacy groups and other community partners to ensure people with mental illness get the right care, at the right time, in the right place. OSH operates two campuses and one state operated residential facility: 650 beds at the Salem and Junction City campuses and 16 beds at Pendleton Cottage. All services are provided 24 hours per day, seven days a week.As the Director of Technology Services for Oregon State Hospital (OSH), you will need to be a skilled technology manager with a strong collaborative mindset. This position is classified as a Principal Executive Manager E (PEM E) and is responsible for technology leadership and administration across OSH. This position supervises the Technology Services team made up of 20 technical and business support staff, chairs the OSH Technology Advisory Committee (OTAC), manages relationships with key technology vendors, and serves as the primary point of contact with the Oregon Health Authority's (OHA) Office of Information Services (OIS), agency's central IT group, and Department of Administrative Services. The Technology Services Director is based at the Salem campus and reports to the CFO/COO.This position also collaborates with managers across OSH Salem, OSH Junction City, and Pendleton Cottage to promote the effective use of the Electronic Health Record and other technology. The incumbent is responsible for providing leadership direction, continuity, coordination and deployment of technology to improve performance and enhance services with a primary focus on achieving the business priorities of the Oregon State Hospital. Desired Attributes:

  • Extensive recent experience leading health care information technology projects and teams.
  • Experience in requirements gathering, business process development, analysis, implementation and evaluation of IT systems and their specifications.
  • Deep understanding of complex computer systems, such as electronic health records.
  • Demonstrated experience overseeing compliance with business systems standards and working with regulatory bodies.
  • Experience representing a large business unit at an enterprise level, with demonstrated success.
  • Demonstrated success in aligning technology strategy with organizational strategy.
  • Demonstrated experience in:
    • disseminating information throughout large organizations,
    • facilitating business transition and organizational buy-in, and
    • change management.
