Department of Revenue (DOR) Location: 955 Center St NE, Salem, OR 97301 This recruitment is for an Operations and Policy Analyst 3 (OPA3) to join our Property Tax Division/Finance, Taxation and Exemptions Team. This is a full-time, Service Employees International Union (SEIU) represented position. This recruitment may be used to fill itional vacancies as they occur. What you will do! The Finance, Taxation and Exemptions team provides policy and research assistance to local governments and county assessment and taxation staff in the following areas: County property tax assessment and taxation methodology County property tax collection Property tax exemptions Local Budget Law procedures As a Finance, Taxation and Exemptions analyst you will work with a collaborative team to field questions and research answers for county assessment and taxation staffs, for officials of municipal corporations, and for interested stakeholders. You will assist to develop and convey property tax policy, develop legislation and administrative rules, and develop and deliver training to the groups served. What's in it for you! You will provide information and assistance to counties on proper methodology for property tax computations, preparation of the tax roll, tax roll corrections computation, and property tax collections. You will train and advise taxing districts on Local Budget Law. You will assist county staff and taxpayers regarding the laws and effects of property tax exemption issues. You will research and analyze statutes, rules, court decisions and agency policy; facilitate workgroups; create white papers and draft administrative rules, as needed. You will analyze and recommend statewide policy relating to Local Budget Law, property tax assessment and collection, and property tax exemptions in partnership with county assessment and collection staff. You may review compliance with the statutes and rules and order county staff and local government officials to take corrective action when appropriate. You will incorporate policies in rules, manuals and legislative concepts and coordinate policy recommendations with other agency and division guidelines. You will analyze and prepare legislation and prepare fiscal impacts analysis and reviews; draft administrative rules; analyze legislation and rules proposed by others to determine program and fiscal impacts, recommend revisions if necessary. You may draft and present testimony for legislature; provide analysis and information for legislative committees and legislators. You will update procedures, administrative rules, forms and publications as necessitated by legislation, prepare new law summaries and may participate in new law school training. Why join us! Travel is required to visit county and taxing district offices and to provide training; may involve overnight travel and working outside normal working hours. A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
